The Haryana Red Cross Society has detected fake Basic Road Safety and First Aid certificates submitted for obtaining driving licenses. The Chandigarh headquarters has directed all district secretaries to inspect First Aid certificates.
In fact, the fraud came to light when a team from the District Red Cross Society inspected the certificates submitted for driving licenses at the Kalka SDM office during an inspection. During the verification, it was found that the First Aid certificates were not issued under the authorized procedure of the District Red Cross Society and did not match the departmental records.
Ishank Kaushik, District Training Officer (DTO) of the District Red Cross Society, Panchkula, prepared the inspection report and submitted it to the District Secretary. After the District Secretary forwarded this report to the headquarters, Ankush Miglani, Vice Chairman of the Haryana Red Cross Society, took immediate cognizance and instructed all district secretaries to verify the certificates.
A team from the District Red Cross Society, Panchkula, led by District Training Officer Ishank Kaushik, reached the Kalka SDM office on June 23, 2026, to verify the Road Safety and First Aid certificates submitted by driving license applicants. Technical Coordinator Parveen Kumar and Multi-Tasking Staff Sushil Kumar were also present in the team. The team matched the files related to driving license applications and the certificates attached to them with the departmental records. During the investigation, the certificates of four applicants—Lalit, Sambhavi Singla, Deepak Kumar, and Gaurav Sharma—were found to be fake.
The inspection report mentioned that these certificates were prepared through fake brokers or agents active in driving license-related work and were submitted along with the applications. The report also stated that such certificates are not available in the official records of the District Red Cross Society.
Report Sought from District Secretaries; Directions to Panchkula Secretary to Lodge FIR
Ankush Miglani, Vice Chairman of the Haryana Red Cross Society, stated that directions have been issued to all district secretaries to inspect the Basic Road Safety and First Aid certificates attached to driving license applications. If any certificate is found fake during the investigation, an FIR must be registered immediately. Along with lodging an FIR against the company or the concern firm manufacturing fake documents, a complete report should be prepared and sent to the headquarters. At the same time, it has been recommended to identify the responsible persons creating and using fake documents and take necessary action against them. He clarified that irregularities and the role of middlemen in the process of issuing driving licenses will not be tolerated under any circumstances.
