Haryana Ranks No. 1 in PM GatiShakti Portal Access as Infrastructure Projects Rise from 9 to 34
Chandigarh, August 20: Haryana is accelerating its shift from conventional, file-driven infrastructure planning to technology and data-driven decision-making, with the PM GatiShakti National Master Plan emerging as a key platform for faster project preparation and better coordination among departments.
A high-level review meeting chaired by Chief Secretary Anurag Rastogi revealed that infrastructure projects identified, planned or completed through PM GatiShakti have increased sharply from 9 in April to 34 in August.
The projects cover industrial infrastructure, irrigation, healthcare, transport, power and town planning.
During the meeting, the Chief Secretary also launched the Compendium of Use Cases of PM GatiShakti in Haryana. The compendium, developed by Deloitte consultant Vishal Gupta and his team, contains case studies from six departments and the state's Aspirational District, Nuh.
Haryana No. 1 in Portal Access
Commissioner and Secretary, Industries & Commerce, Dr. Amit Kumar Agrawal, informed the meeting that Haryana has secured Rank 1 among states in providing officials access to the PM GatiShakti State Master Plan portal.
More than 720 officials have been onboarded, while 944 officials have received training through 244 capacity-building sessions.
Feasibility Assessment Reduced to 1-2 Days
One of the most significant outcomes of PM GatiShakti is the reduction in infrastructure project planning time.
GIS-based tools using PM GatiShakti data have reduced site feasibility assessment from several weeks to just one to two days.
For the proposed District Civil Hospital in Hisar and the proposed bus terminal at Matlauda in Panipat, feasibility assessment time has fallen from around 40-45 days to 1-2 days.
The Architecture Department has also reduced site assessment time from 33-39 days to 1-2 days.
The Irrigation Department used the platform to identify inter-departmental asset infringements along the Hisar-Ghaggar drain. Processing time was reduced from around 45 days to 1-2 days, while ground verification indicated approximately 95% data accuracy.
GIS-Based Industrial Planning
HSIIDC has developed an integrated GIS-based tool combining information related to revenue, roads, railways, forests, irrigation, power, connectivity and other infrastructure.
The system is being used for planning industrial model townships in Rewari, Jind, Faridabad, Ambala, Rai in Sonipat, and Saral, Naraingarh.
The objective is to identify constraints at the planning stage, improve site selection, optimise land use and minimise the risk of delays during project execution. Ground validation has shown approximately 95% data accuracy.
Nuh Emerges as a Citizen-Centric Planning Case Study
Nuh, Haryana's Aspirational District, is emerging as an important example of technology-led citizen-centric planning.
GIS-based analysis of Primary Health Centres has been used to identify gaps in healthcare accessibility. The approach focuses not simply on adding infrastructure but on locating facilities according to population, accessibility and location data.
61 of 82 Projects Mapped
Of the 82 identified infrastructure projects, 61 have now been mapped on the PM GatiShakti platform, compared with 40 during the April review.
The Chief Secretary directed departments to complete the remaining mapping without delay.
Data integration has also progressed significantly. Of the 23 departments invited to link their data layers through APIs, 22 have completed or initiated the process.
More than 720 officials now have access to the State Master Plan, while 51 nodal officers have been appointed across 53 departments, organisations and corporations to drive implementation.
Unified NOC Application
Chief Secretary Anurag Rastogi directed the Public Works Department and other concerned departments to expedite development of a Unified NOC Application for infrastructure clearances.
The pilot application is being developed with technical support from BISAG-N.
He also directed GMDA to finalise the City Logistics Plan for Gurugram and prepare a similar plan for Faridabad, in connection with DPIIT requirements and the LEADS 2026 logistics ranking exercise.
The Chief Secretary stressed the need to sustain implementation momentum, complete pending data integration and remove bottlenecks. The broader objective is to make infrastructure planning more scientific, reduce project preparation time and ensure faster delivery of public infrastructure and services to citizens.
