Haryana to Tag Every Cattle for Identification
Chandigarh: Haryana Chief Minister Nayab Singh Saini has announced a statewide special drive to catch stray cattle and ensure that every animal is tagged for proper identification.
Chairing a meeting of the Haryana Gau Seva Aayog and Animal Husbandry Department, Saini said tagging would help identify owners and fix responsibility when cattle from households or gaushalas are found roaming on roads.
Agriculture Minister Shyam Singh Rana was also present at the meeting.
Heavy Fines Proposed for Repeat Offenders
Officials informed the meeting that some owners leave cattle on roads after milking them in the morning and evening. Saini directed officials to identify such owners and take action.
A proposal discussed at the meeting includes:
₹11,000 fine for the first offence
₹21,000 fine for the second offence
FIR if the animal is caught for a third time
Repeat offenders may also be denied government benefits related to their cattle, including vaccination and insurance support, and could be placed on a negative list.
Saini directed that captured cattle should not be released until the prescribed action is completed.
District-wise Tenders for Cattle Catching
The Chief Minister also ordered district-wise tenders for catching stray cattle to ensure effective implementation of the drive.
At cattle sanctuaries, officials were asked to ensure proper fencing, boundary walls, adequate fodder and water. Green fodder should also be cultivated on available land.
Haryana Has Around Four Lakh Cattle in Gaushalas
The meeting was informed that Haryana currently has 707 registered gaushalas housing around four lakh cattle.
Discussions also focused on making gaushalas self-reliant, improving cattle upkeep and breed development, and providing better facilities.
Saini also took note of the stray dog problem and directed the Urban Local Bodies and Animal Husbandry departments to prepare a coordinated plan in accordance with relevant guidelines.
