Haryana Sets August 15 Deadline to Secure Service of Eligible Contractual Employees

The Haryana Government has set an August 15, 2026 deadline for verifying contractual employees under the 2025 Security of Service Rules, with Chief Principal Secretary Rajesh Khullar calling a high-level review meeting on July 8 to ensure compliance.

The Haryana Government has accelerated the implementation of the Haryana Contractual Employees (Security of Service) Rules, 2025, setting August 15, 2026, as the target date for verification of eligible contractual employees and issuance of offer letters.

 In a significant move, the Human Resources Department has convened a high-level review meeting under the chairmanship of the Chief Principal Secretary to CM Sh. Rajesh Khullar on July 8 at 10 a.m. at the PWD Rest House, Panchkula, to assess the implementation of the Rules and the progress made by government departments in verifying eligible contractual employees through the Security of Service Portal.

 According to an official communication issued by the Chief Secretary Office, all Heads of Departments (HoDs), Boards, Corporations and Government Authorities have been directed to attend the meeting personally. The government has made it clear that no representative or subordinate officer will be permitted to attend the meeting on behalf of the HoD.

 The letter states that the Chief Minister has already fixed August 15, 2026, as the deadline for completion of the verification process of eligible contractual employees under the Rules, making the upcoming review crucial for monitoring departmental preparedness and implementation.

 Departments have been instructed to present the latest status of action taken on the Security of Service Portal during the meeting. Those departments that have not yet accessed the portal have been asked to do so immediately before the review meeting. The government has also provided technical support through the Human Resources Department and Haryana Knowledge Corporation Limited (HKCL) to resolve any login or data updation issues faced by departments.

 To ensure smooth implementation, HKCL will conduct a comprehensive demonstration of the Job Security Portal during the meeting. The training will cover portal features, workflow management, approval processes, report generation and troubleshooting mechanisms. Practical sessions will also be organised to enable Heads of Departments to independently operate the portal and complete the verification process efficiently.

 All departments have been instructed to ensure strict compliance with the instructions and complete the verification process within the prescribed timeline so that eligible contractual employees receive their offer letters without delay. The move is expected to benefit thousands of contractual employees across various government departments by providing security of service under the Haryana Contractual Employees (Security of Service) Rules, 2025.
